Under-construction Bridge Collapses in Bihar's Bhagalpur; Ordered an Inquiry

Bridge Collapse on Ganga River in Bhagalpur District- Bihar
The Four-Lane-Bridge being constructed between Sultanganj in Bhagalpur and Aguwani in Khagaria district was broken for the second time.

The latest incident in Bhagalpur district, where an under-construction bridge over river Ganga collapsed, has once again exposed the gross inefficiency and disregard for public safety displayed by SP Singla Constructions. Thankfully, no casualties were reported this time, but the building collapse has sparked widespread outrage and rightly highlights the shoddy construction and safety standards prevalent in Bihar.

SP Singla Construction, headed by Sat Paul Singla, is a construction company with an alarming track record of negligence and inefficiency. This family-run company with registered offices in Delhi and Haryana has been operating since 1996, but it seems that their focus has been on expanding their business rather than ensuring the safety and quality of their projects.

Despite the company boasting about its expertise in various construction sectors such as deep foundations, bridge construction and advanced road construction, their actual performance tells a different story. In May 2020, a tragic incident led to the loss of life of three innocent children where a concrete slab fell on them during the construction of Lohia Chakra Path in Patna, a project supported by Nitish Kumar.

Surprisingly, no action has been taken against SP Singla Construction despite an inquiry being ordered. It seems they can escape accountability even when faced with such dire consequences.

SP Singla Constructions has managed to bag several government projects in Bihar, including the construction of a six-lane bridge over the river Ganga in Patna, the Lohia Path Chakra and the Sherpur-Dighwara bridge. It is a matter of great concern that a company with such questionable safety record and lack of accountability has been entrusted with critical infrastructure projects that affect the lives of countless people.

The collapse of this bridge has not only damaged the reputation of SP Singla Construction, but has also taken a toll on the already faltering credibility of the Nitish Kumar-led Bihar government. It is unacceptable that the government should continue to award projects to a company that has repeatedly demonstrated a lack of competence and respect for human life.

In the wake of this latest disaster, the Chief Minister's order for an inquiry and his call for accountability must be met with swift and decisive action. Those responsible for this heinous lapse in construction and safety standards will have to face serious consequences.

Now the time has come that SP Singla Constructions and its leadership should be held accountable for their negligence and the loss of lives due to their negligence. The people of Bihar deserve better, and it is imperative that this kind of blatant negligence in construction projects is no longer tolerated.
Analysis of the causes of the bridge collapse: A costly disaster

The recent collapse of an under-construction bridge on river Ganga in Bhagalpur district has not only resulted in tragic loss of infrastructure but has also raised many questions on the causes of this disastrous incident. Let's delve into the facts and find out the reasons behind this mishap, throw light on the tender cost analysis and the role of the government in ensuring the safety and integrity of such projects.

Tender cost analysis:

During the tender bidding on February 13, 2014, the estimated cost of the project was Rs 1416.19 crore, but it was finally awarded to the contractor at a much lower price of Rs 859 crore. This raises some important questions which demand answers.

Questions on tender estimates:

First, why did the contractor estimate the cost of the tender 39% less than the initial estimate? Can this be attributed to aggressive bidding to secure the project or mis-estimating construction costs? The motive behind such a low bid needs to be probed, as it may compromise the quality and safety of the structure.

Overestimated tender value:

On the other hand, if the contractor's estimate was correct, it casts doubt on the integrity of the consultants responsible for evaluating the tender. Did they overestimate the tender price, potentially allowing cost-cutting measures that compromised the structural integrity of the bridge?

Government's Role:

The silence on the part of the government regarding these concerns is worrying. Is the government aware that the contractor did not compromise on the quality of the structure, or are other factors influencing their response? The government's responsibility in ensuring the safety of public infrastructure projects cannot be ignored, and transparency is key in resolving these issues.
Impact and Consequences:

The collapse of this bridge is not just a collapse of concrete and steel; It represents a waste of finance, time and efforts. The project, which began on May 2, 2015, with an original completion date of November 1, 2019, has been ongoing for eight years, and the extension granted till June 30, 2023, exposed delays and mismanagement along the way. As taxpayers, we contribute to the funds allocated for such basic projects, which makes it even more disheartening to see our hard-earned money being squandered.

The collapse of an under-construction bridge in Bhagalpur district serves as a wake-up call, highlighting the dire consequences of poor tender cost estimates, potential compromises on safety, and inadequate government oversight. It is imperative that a thorough investigation is conducted, the questions raised are addressed, and that all responsible parties are held accountable. The protection of public funds and the provision of safe and reliable infrastructure are essential to the progress and well-being of our society.
